According to a report in <a href="http://www.autonews.com/apps/pbcs.dll/article?AID=/20091223/COPY/312239960/1193"><em>Automotive News</em></a>, Preuss added that no new Saab deals are imminent with any interested parties.<br />

Speculation and rumor-mongering have been rampant as Saab suitors come and go. In November, the <a href="http://www.autoblog.com/2009/11/24/breaking-koenigsegg-backs-out-of-saab-purchase-brand-future-up/">deal with Koenigsegg Group AB fell through</a> at the last moment. Then there was China's Beijing Automotive Industry Holdings Co., but they stopped short and only <a href="http://www.autoblog.com/2009/12/01/report-gm-could-sell-some-saab-assets-to-chinese-automaker/">acquired some of Saab's assets and intellectual properties</a>. Most recently, there was word that niche automaker <a href="http://www.autoblog.com/2009/12/21/update-spyker-extends-proposal-to-buy-saab-from-gm-until-furth/">Spyker Cars NV had made a second offer on the brand</a>, after losing its first bid. <br />

<a href="http://www.autoblog.com/make/gm/">GM</a> designer Sang Yup Lee has left for the enormous and vast wilds of the <a href="http://www.autoblog.com/make/volkswagen/">VW</a> empire. Lee was the exterior designer of the <a href="http://www.autoblog.com/model/camaro">2010 Camaro</a>, <a href="http://www.autoblog.com/2009/11/02/cheverolet-releases-50th-anniversary-corvette-stingray-concept/">50th Anniversary Stingray Concept</a>, <a href="http://www.autoblog.com/2007/05/31/confirmed-buick-getting-fourth-model-velite-likely/">Buick Velite</a>, and he worked on the C6 <a href="http://www.autoblog.com/model/corvette">Corvette</a>. Having spent time with him on a few occasions, we can also say he's an all-around great guy. <br />
<br />
His new position, as chief exterior designer at the Volkswagen/<a href="http://www.autoblog.com/make/audi/">Audi</a> Advanced studio in California, will begin next month. Lee will report to Executive Design Director Jens Manske, and is apparently is charged with 'inspiring' the merged design divisions. We look forward to a future of brawny, haunchy, badass VWs, even if only in concept form.<br />

    <title><![CDATA[GM to offer consumer test drives at NAIAS, other auto shows?]]></title>

<a href="http://www.autoblog.com/model/equinox">General Motors</a> feels it has a lineup stuffed with vastly improved products and it wants to get as many customers behind the wheel of a new Chevy, Cadillac, GMC or Buick to prove its point. Anyone can head over to the local dealership for a test drive, but the General is reportedly looking for even more ways to get you to evaluate a new GM product, including test drives right at your local auto show. <br />
<br />
<em>The Detroit News</em> reports that GM is working with officials from COBO and the city of Detroit to set up a driving route so that consumers can test the automaker's products on-site. Vehicles likely be featured include new products such as the 2010 <a href="http://www.autoblog.com/model/lacrosse">Buick LaCrosse</a>, <a href="http://www.autoblog.com/model/equinox">Chevy Equinox</a>, <a href="http://www.autoblog.com/tag/terrain">GMC Terrain </a>and <a href="http://www.autoblog.com/model/srx">Cadillac SRX</a>. The test drive area at COBO is reportedly part of GM's totally revamped 85,000 sq ft exhibit space, which includes more interactive displays and plenty of areas to show off new technology like direct injection and the Voltec system. Obviously, the General needed to make some major changes, since it won't need displays for Pontiac, Saab and Saturn in 2010.<br />
<br />
Customer test drives were piloted at the New England Auto Show earlier this year, where Cadillac reportedly put over 1,400 people behind the wheel. GM is also looking to set up drives at several other major shows, including Chicago in February, but the biggest push will take place in major metropolitan areas on the east and west coasts, where GM product consideration is weakest.<br />
<br />
Auto show test drives make perfect sense, considering that millions of showgoers attend these events every year. People who pay $12 to look at cars in a crammed and crowded convention center are likely the exact same people to get excited about new products. Why not give them seat time and let the word-of-mouth flow?<br />

Venezuelan president Hugo Chavez - notable Fidel Castro wannabe, loudmouthed buffoon of the first order and apparent Cadillac aficionado - has given an ultimatum to General Motors, Fiat (i.e. Chrysler), Toyota and Ford: Share your technology with us or get out of the country. (In Toyota's case, it sounds as if Chavez wants them to <a href="http://www.thetruthaboutcars.com/chavez-to-toyota-work-faster-or-else/">hit some arbitrary quotas</a>, as well.) The affected parties, all of which maintain production facilities in the country, kept mum in response to Chavez's demand, according to the <a href="http://finance.yahoo.com/news/Chavez-to-automakers-Share-apf-1292667928.html?x=0&amp;.v=1">Associated Press</a>, which reported the story on Wednesday.<br />
<br />
If the automakers don't comply, Chavez basically stated that he will eject them from his socialist utopia in favor of automakers from countries he's more friendly with. AP quotes him as saying, "I invite you to pack up your belongings and leave. I'll bring in the Russians, the Belorusians, the Chinese." <br />
<br />
At least he didn't openly threaten to nationalize them (yet), as he's wont to do with pretty much any other private enterprise he thinks he could run better. Yeah, this'll definitely end well. <em>Thanks to Roy for the tip.</em><br />

A Vulcan Mind Meld between the front fascia and hood of a Challenger, the bodysides of a Camaro and the hind end of a Mustang, it actually doesn't look nearly as crazy as you might imagine. In fact, we kinda dig it.<br />

We're not entirely sure what to make of reports regarding Isuzu's tie-up with <a href="http://autoblog.com/make/gm">General Motors</a> for diesel engines that seem to conflict with one another, but here we go anyway. According to <a href="http://www.bloomberg.com/apps/news?pid=20601103&amp;sid=aKujN4uSgN4s">Bloomberg</a>, <a href="http://autoblog.com/tag/isuzu">Isuzu</a> is considering whether it should end its joint venture with The General for the production of large-displacement Duramax diesel engines.<br />

<a href="http://news.pickuptrucks.com/2009/12/report-gmisuzu-duramax-diesel-joint-venture-at-risk.html">PickupTrucks.com</a> adds that GM has its own excellent team of diesel engine specialists that are fully capable of designing the automaker's next heavy duty truck engines. In fact, the <a href="http://green.autoblog.com/2009/07/22/general-motors-4-5l-duramax-v8-could-be-revived-when-the-conditi/">4.5-liter diesel</a> that had been planned for light duty applications was wholly engineered by GM. Okay, got it.<br />
<br />
But wait. According to <a href="http://blogs.edmunds.com/greencaradvisor/2009/12/isuzu-seeks-to-develop-next-gen-diesel-engines-for-gm-as-tough-green-rules-near.html">Green Car Advisor</a> (sadly without citing sources), Isuzu has proposed that it develop a new HD diesel engine for GM. Both reports could be true; Isuzu may have decided that it should continue to work with GM, and that could have led to the proposal, but we can't say for sure.<br />
<br />
GCA also indicates (again, without citing a source) that GM and Isuzu are also in talks that would have the Japanese company take the lead in developing new pickup trucks for Southeast Asia and South America. GM's current <a href="http://www.autoblog.com/tag/colorado">Chevy Colorado</a> and <a href="http://www.autoblog.com/model/canyon">GMC Canyon</a> pickups share common underpinnings with trucks that Isuzu developed for overseas sales.<br />

Fuel efficient cars are slow, right? Just ask Jeremy Clarkson, who famously <a href="http://green.autoblog.com/2008/06/30/video-the-opposite-of-hypermiling-bmw-m3-vs-toyota-prius/">pitted a Toyota Prius against a BMW M3</a> around a test track to prove that the hybrid isn't very efficient when pushed to its limit. While it's true that hybrids and diesels have a reputation for being more than a bit poky in the name of saving a few gallons of gas, each generation seems to improve in that regard, and GM is hoping that the upcoming <a href="http://www.autoblog.com/model/volt">Chevy Volt</a> will abolish that preconceived notion altogether.<br />
<br />
Witness this video for proof, where, as <a href="http://autoblog.com/make/gm">GM</a> puts it, the Volt 'burns rubber without burning gas.' Here we see the car's chief engineer Andrew Farah wring the electric car around a series of orange cones making up a test track at Dodger Stadium in Los Angeles. As you're likely aware by now, the Volt isn't a typical hybrid vehicle that requires gasoline to operate. For the first 40 miles or so, the Volt operates solely on electricity, assuming of course that the battery is charged up.<br />
<br />
In the video pasted after the break, Farah is piloting the Volt in EV mode, meaning that the range-extending gasoline engine never fires up. We wouldn't expect to get the full 40-mile range when hustling the Volt around a race track, but the fact that it can perform as well as it does without emitting any tailpipe emissions is a laudable feat. So, how will it perform around the <em>Top Gear</em> test track with Stiggy behind the wheel? <a href="http://www.autoblog.com/2009/12/23/video-chevy-volt-squeals-tires-around-the-track/#continued">Click past the break</a> to hear those low-rolling-resistance tires squeal!<br />

The unprecedented around-the-clock operation, following on the heels of the <a href="http://www.autoblog.com/2009/09/23/gm-adding-third-production-shifts-at-three-u-s-plants/">temporary third shifts a few months ago</a>, is intended to boost the plant's production from its current 4,500 vehicles per week to 6,300 units over the same period.<br /> <br /> Operating around-the-clock is no simple feat. Experts point out that automotive assembly lines require a lot of scheduled maintenance, cleaning, and restocking - tasks that are usually accomplished during the down periods between shifts. Typically, car makers add second shifts on a temporary basis when the market demands more vehicles. Third shifts are common for part suppliers, but not for automakers (even <a href="http://www.autoblog.com/make/toyota/">Toyota Motor Corp</a>., often cited as a benchmark in efficiency, rarely operates more than two shifts). To allow time for maintenance, GM and union officials have figured out how to "overspeed" parts of the assembly line so they can be slowed temporarily later. The three-shift assembly line will run about 21.6 hours per day (up from 14.5 hours with two shifts).<br /> <br /> GM is moving cautiously. The Fairfax assembly plant is the automaker's best candidate for a permanent third shift. Located in Kansas City, it consistently ranks among the most efficient automotive factories in America. Rat Motor. Call it what you will, we can now officially add a final epitaph to the long-running engine's gravestone: R.I.P. The final L18 big block rolled down the assembly line at General Motors' Tonawanda plant in New York last week, and that engine was signed by all the workers at the plant and is on its way to the GM Heritage Center in Sterling Heights, Michigan.<br /> <br /> The first big block <a href="http://autoblog.com/make/chevrolet">Chevy</a> engine was introduced way back in 1958 and was used in both passenger cars and trucks. Too bad Saab couldn't get this much ink while they were fully-alive. That's right folks, another day, another story about the undead Swedish brand. <a href="http://www.just-auto.com/article.aspx?id=102585">Just-Auto.com</a> is reporting that a mystery Dutch investor is behind <a href="http://www.autoblog.com/2009/12/20/spyker-tries-again-submits-11th-hour-11-point-bid-for-saab/">Spyker's 11th-hour bid for Saab</a>. As we've learned, it's best not to do any Saab reporting of any kind without first checking in with the <strike>crazy</strike> kind folks over at <a href="http://www.saabsunited.com/">Saabs United</a>. <br />

And guess what? They're pointing to an article in <a href="http://www.telegraaf.nl/dft/5622861/___Boekhoorn_deel_Spyker-bod_Saab___.html?p=7,1">Holland's<em> Telegraff</em></a> that states the mystery billionaire is (maybe) none other than... Marcel Boekhoorn. We've never heard of him either, but apparently he's quite rich. Boekhoorn, for his part, denies any such deal, stating, "All not true. It is invented." However, Mr. Boekhoorn is a Spyker investor and reportedly acts as an adviser to Spyker owner Victor Muller. Let's not forget that <a href="http://www.autoblog.com/2009/12/21/report-spyker-stock-soars-on-word-of-saab-sale-reconsideration/">Spyker's stock price swelled</a> 23.5% after their renewed bid for Saab. Mr Boekhoorn's also an investor in <em>Telegraaf</em>... <br />
<br />
Reportedly, one of the eleven qualms that General Motors had with selling Saab was over some of the Russian investors tied up with Spyker - fears of Saab's technology falling into Russian hands and all that. As it turns out, Spyker's main investors, <span id="lblArticleBodyText">Vladimir and Alexander Antonov who together own a 29.3 percent stake in the Dutch sports car maker, are not behind the renewed deal. Nor is </span><span id="lblArticleBodyText">the Abu Dhabi state investment fund Mubadala Development</span>, which owns 22.7 percent. <br />
<br />
Could it be that GM is only talking to Spyker and the Swedish government because of this maybe-mysterious Dutch billionaire investor? Short answer, yes. Besides, it's not December 31 yet, GM's original deadline for offloading Saab. We'll keep you posted.<br />

Saab loyalists can keep their candles burning a wee bit longer as supercar manufacturer Spyker has extended the deadline of its <a href="http://www.autoblog.com/2009/12/20/spyker-tries-again-submits-11th-hour-11-point-bid-for-saab/">final-final offer</a> for the Swedish brand "until further notice."<br />
<br />
Spyker says in an all-too-brief statement (which you'll find <a href="http://www.autoblog.com/2009/12/21/update-spyker-extends-proposal-to-buy-saab-from-gm-until-furth/#continued">after the jump</a>) that it has been in contact with General Motors today following the Dutch automaker's announcement that it had that submitted a new offer that addressed 11 obstacles that had apparently previously stalled negotiations. The renewed offer was set to expire at 5pm Eastern today, but Spyker has seen fit to extend it.<br />
<br />
Before backing out entirely and signaling its intent to <a href="http://www.autoblog.com/2009/12/18/breaking-swedish-patient-succumbs-deal-for-saab-is-dead-on-th/">wind down the struggling Saab brand</a>, General Motors had set a deadline of December 31 to conclude its sale. No word on whether or not the <a href="http://www.autoblog.com/2009/12/19/report-swedish-government-to-meet-with-gm-officials-could-saa/">Swedish government</a> is involved in the talks, or if other parties (<a href="http://jalopnik.com/5431292/mahindra-to-buy-saab">Mahindra</a>?) may still be in the running. Here's the skinny: Saab isn't <a href="http://www.autoblog.com/2009/12/18/breaking-swedish-patient-succumbs-deal-for-saab-is-dead-on-th/">totally dead</a> yet. As the weekend showed, there's (a little) hope for both Saab and its Dutch suitor, Spyker. As our man Ramsey <a href="http://www.autoblog.com/2009/12/20/spyker-tries-again-submits-11th-hour-11-point-bid-for-saab/">laid out yesterday</a>, Spyker submitted a renewed eleven-point plan to General Motors that they (Spyker) hopes will allow them to take ownership of the deeply troubled brand. And yes, being pronounced dead four days ago counts as "deeply troubled." As Swedish Prime Minister <span id="articleText">Fredrik Reinfeldt</span> pointed out, all this dead/not dead uncertainty has been throwing Saab employees, "<span id="articleText">between hope and despair."</span><br />
<br />
Meanwhile, a (perhaps) unintended consequence of Spyker's eleventh hour rebid is that their stock has soared up 23.5 percent. Now, as some of you well know, Spyker isn't very big. They sold just forty-three cars last year and their market cap was just 26.6 million euros before the stock shot up. Still, if Spyker plays their cards right, this spike in value could have long term benefits, but only if they secure a deal for Saab.<br />
<br />
Says one anonymous analyst to <em>Reuters</em>, "<span id="articleText">The stock's value is close to nothing but if they succeed to buy Saab, invest, and turn the company around then the shares can become valuable."</span> Trouble is, GM only has until 5:00 pm EST <em>today</em> to sell Saab. For we're not sure why, but Spyker is making this a very limited time offer. If we had to guess, it's in order to force a deal. For its part, General Motors is "reviewing several new expressions of interest" for Saab, one of which <a href="http://www.saabsunited.com/">according to Saabs United</a> is Merbanco. <br />

Should the Spyker deal (and all other deals) fall through, 3,400 Swedish workers will lose their jobs, and the 1,100 Saab dealerships worldwide will be forced to shutter. The Swedish government is in crisis talks with Saab officials right now should such a worst case scenario transpire. As for now, the Saab remains the same - i.e. mostly dead. Young -- a 20-year veteran of GM -- Liddell, the former Chief Financial Officer for software giant Microsoft, will report to GM's chairman and acting CEO Ed Whitacre and use his financial expertise to right the General's ship after one of the worst years in the automaker's history.<br />

Liddell, an engineering and philosophy major, oversaw Microsoft's global acquisitions, accounting and reporting while leading its financial team, and will depart from the software colossus on December 31. More details on this corporate breath of fresh air in the press release after the break.<br />

    <title><![CDATA[Spyker Tries Again: Submits 11th-hour, 11-point bid for Saab]]></title>

Spyker's motto, written on all of its cars in Latin, is "<em>Nulla tenaci invia est via." </em>Translation: "For the tenacious, no road is impassable." And so here the Dutch company is, tenaciously chasing Saab, announcing in a press release that they have submitted a renewed offer to General Motors that addresses what are said to be eleven sticking points that scuttled an earlier agreement.<br />

To be clear, we don't know what each of those eleven issues are. According to <a href="http://www.expressen.se/nyheter/1.1820055/saabkopet-var-i-stort-sett-klart">a report in a Swedish paper</a> (<a href="http://translate.google.com/translate?js=y&amp;prev=_t&amp;hl=en&amp;ie=UTF-8&amp;layout=1&amp;eotf=1&amp;u=http%3A%2F%2Fwww.expressen.se%2Fnyheter%2F1.1820055%2Fsaabkopet-var-i-stort-sett-klart&amp;sl=sv&amp;tl=en">translated</a>), GM's man-in-Europe, Nick Reilly, called off the sale Friday morning, citing intellectual property fears regarding Spyker's Russian backer, and the desire for GM's board to be decisive on the matter of what would become of Saab. Spyker's statement mentions the need to receive approval for a European Investment Bank loan by the end of the year, but says it has found a solution to that need. One wonders how it could possibly address its Russian support, from Vladimir Antonov's Conven Group, in a way that might make GM happy. Either way, we should know soon whether the new proposal works, as Spyker has set a deadline of 5pm Eastern on Monday as its drop-dead date. <em><br />

On a side note, Norway's Bard Eker has begun to share his take on <a href="http://e24.no/utenriks/article3431153.ece">what prevented Koenigsegg's attempt to purchase Saab</a> (<a href="http://translate.google.com/translate?js=y&amp;prev=_t&amp;hl=en&amp;ie=UTF-8&amp;layout=1&amp;eotf=1&amp;u=http%3A%2F%2Fe24.no%2Futenriks%2Farticle3431153.ece&amp;sl=no&amp;tl=en">translated</a>). Two of his points were that GM had made Saab too difficult to extract from the parent company and that Koenigsegg couldn't get GM to set prices for Saab parts. As the deal looked increasingly likely to go through, Eker says that GM wanted more money. This, however, happened before Whitacre, Jr. took the helm and apparently before indecisiveness became so frowned up by The General's leaders.<br />

In the meantime, the <a href="http://www.autoblog.com/2009/12/19/report-swedish-government-to-meet-with-gm-officials-could-saa/">Swedish government is reportedly conferring with GM reps</a> to see what else might be done to prevent Saab from flat-lining for good. Is this an attempt by Spyker and/or the Swedish government to save face, or does this proposal truly eviscerate previous sticking points and clear the way for a reborn Saab? <br /> It seems as though it's just about impossible to keep an embargo in place these days. A Canadian outlet just spilled the beans on a couple of GM reveals set for Detroit next month. They say they were invited to a sneak preview Wednesday evening and although they couldn't take pics, they felt free to tell us about the whole array of models. Some have been loosely-guarded secrets, but a couple are unknowns, so we'll quote <em>CanadianDriver</em> on those until we get confirmation from GM.<br /> <br /> Apparently, The General will have a slew of new model introductions in the D next month, including the much-anticipated <a href="http://www.autoblog.com/2009/11/27/gm-confims-chevy-camaro-convertible-for-oshawa-production-alongs/">Camaro Convertible</a>, the new, upsized <a href="http://www.autoblog.com/2009/12/17/detroit-preview-next-generation-chevrolet-aveo-rs-to-appear-at/">Aveo</a>, a substantially-revised <a href="http://www.autoblog.com/tag/malibu">Malibu</a>, production versions of the <a href="http://www.autoblog.com/2009/02/10/geneva-preview-chevy-spark-finally-makes-its-debut/">Spark</a> and <a href="http://www.autoblog.com/2008/09/24/paris-2008-chevy-orlando-unceremoniously-revealed-online/">Orlando</a>, and two models we hadn't heard about until now: A GMC version of the Orlando dubbed the Granite, and a "sport version of the Buick Regal" that should get "many of its performance parts from the 325-hp Opel Insignia OPC." Hot dog, the <a href="http://www.autoblog.com/2009/11/15/rumormill-bob-lutz-drops-more-buick-regal-gs-high-performance/">Regal GS</a> is apparently more than a wet dream. Bring on the Stage 1 and GNX.<br /> <br /> The <a href="http://www.autoblog.com/model/regal">Regal</a> was just introduced in Los Angeles a couple of weeks ago, so the announcement of a performance model so soon thereafter seems a little strange -- not that we're complaining, mind you. The Granite is described as an "urban utility vehicle" and will be the smallest model in GMC's history. A Denali edition can only be around the corner. <span name="intelliTxt" id="intelliTXT">Less than a day after General Motors officially announced <a href="http://www.autoblog.com/2009/12/18/breaking-swedish-patient-succumbs-deal-for-saab-is-dead-on-th/">Saab's euthanization</a>, it looks like the storied Swedish brand might still have the faintest whisper of a pulse. <em>Motor Trend</em> is reporting that there are rumors swirling that the Swedish government will hold emergency meetings this weekend to try to save Saab. At least some government officials apparently feel that Saab is too important to fail... now where have we heard that before? With such a small population, the closure of Saab could have a major impact on the nation's economy, much like the failure of GM (and Chrysler, to a lesser extent) was viewed as potentially catastrophic in the States.</span><span name="intelliTxt" id="intelliTXT"> <br />

Some 3,400 employees will be jobless when GM completes its planned </span><span name="intelliTxt" id="intelliTXT">"orderly wind down" starting in January</span><span name="intelliTxt" id="intelliTXT">. That estimate doesn't include workers from the 1,100 Saab dealers that will also be shuttered around the globe.<br />

Despite the failed selloff, <a href="http://www.autoblog.com/2009/12/18/gm-begins-repayment-to-u-s-and-canadian-governments/">things look like they're picking up at The General</a>. The automaker announced yesterday that they had paid back the first $1 billion TARP money they borrowed from <strike>us</strike> the U.S. government. BAIC, <a href="http://www.autoblog.com/2009/11/24/breaking-koenigsegg-backs-out-of-saab-purchase-brand-future-up/">Koenigsegg</a>, <a href="http://www.autoblog.com/2009/12/10/report-spyker-takes-the-lead-in-the-saab-bidding-sweepstakes/">Spyker</a> and others had attempted to jump into the Saab fire-sale, but all have come out burned. Well, <a href="http://www.autoblog.com/2009/12/14/report-despite-selling-off-old-bits-to-baic-saab-brand-still-i/">BAIC</a> at least scored tooling for the old 9-3 and current 9-5. With a <a href="http://www.autoblog.com/tag/9-5">new-for 2010 9-5</a> having taken the stage at auto shows around the globe in recent months and the <a href="http://www.autoblog.com/2008/12/13/spy-shots-saab-9-4/">9-4X</a> in the wings, we'd love to see all of the Saab faithful get an early Christmas gift. We're <em>definitely</em> not holding our breath, but we'll keep you posted through the weekend should anything materialize.<br />

    <title><![CDATA[Obama bill signing enacts arbitration process for rejected GM, Chrysler dealers]]></title>

Word on the street is that the Auto Task Force was pushing hard for <a href="http://www.autoblog.com/make/gm/">General Motors </a>and <a href="http://www.autoblog.com/make/chrysler/">Chrysler</a> to to <a href="http://www.autoblog.com/2009/05/15/breaking-gm-reportedly-set-to-pink-slip-1-100-dealers-today/">dump dealerships </a>during bankruptcy. In all, some 2,150 dealers got the axe, reportedly saving the struggling Detroit automakers big bucks while helping to ensure that remaining dealers were healthier. But while the government's Auto Task Force may have been the driving force that kicked dealers to the curb, the U.S. Congress, in an effort led by Representative Steny Hoyer (D-MD) and Senator Dick Durbin (D-IL), is looking to put those same dealers (read: donors) back in business.<br />
<br />
The $446 billion spending bill President Obama signed earlier this week contains new legislation requiring GM and Chrysler to send out letters to every rejected dealer informing them of their rights to arbitration. Dealers interested in filing arbitration will then have 40 days to submit their intention to file. From there, arbitration must be completed within six months. <em>Automotive News </em>reports that the new law is substantially more dealer-friendly than the old law, and requires GM and Chrysler to spell out exactly why each dealership contract was terminated. <br />

In an earlier report, <em>Automotive News </em>reported that it <a href="http://www.autonews.com/article/20091215/RETAIL/912159989/1078">could cost dealers</a> up to $12,000 in arbitration filing fees and up to $100,000 in arbitration depending on the complexity of the case.<br />

    <title><![CDATA[REPORT: GM to speed up development of vehicles delayed by bankruptcy]]></title>

Prior to declaring bankruptcy, <a href="http://www.autoblog.com/make/gm/">General Motors</a> began delaying new products in an effort to conserve cash. The news was disappointing to enthusiasts and brand loyalists, but with its cash piles dwindling, the General didn't have many alternatives. Post-bankruptcy, GM finds itself with $40 billion in cash and a lot less overhead, so where is the money being spent? <em>Automotive News</em> reports that Vice Chairman Bob Lutz confirms that many of the products that were delayed are now being accelerated, adding "Once we got out of the bankruptcy and started having money available, we were able to pull a lot of our programs forward."<br />
<br />
One example of the pull-forward is the next-generation <a href="http://www.autoblog.com/tag/malibu">Chevrolet Malibu</a>. Early this Fall, GM told us that the next Malibu would arrive in 2012, but Lutz says that time frame has been pulled up to 2011. The next Malibu will reportedly be all-new with a platform based off of the <a href="http://www.autoblog.com/make/gm/">Buick LaCrosse </a>and <a href="http://www.autoblog.com/model/regal">2011 Buick Regal</a>. The new 'Bu will apparently have a shorter wheelbase than the current model while still managing more interior room.<br />

Lutz told <em>AN</em> that the uplevel Malibu will have chrome appliques lining the side windows, a trait he says is associated with German and Japanese luxury vehicles. Lutz apparently added that $50 worth of chrome translates into an additional $500 to $600 in perceived value to customers. Beyond the Malibu, Lutz noted that there are "a bunch" of other vehicles being pulled forward to pre-bankruptcy production cadences, though he didn't offer any specific examples.<br />

What about the other $50 billion we poured into the company, they demand to know?<br />
<br />
A lot of politicians and not a few Wall Street analysts say we may as well kiss that money goodbye. We'll never see it again, they promise.<br />
<br />
But it's entirely possible, and even likely, that they are very much mistaken. Taxpayers are likely to get a lot of that money back. Indeed, the federal government could come out looking pretty good in this deal, just like it did when it bailed out Chrysler in the early 80s.<br />
